Quick answer

Australia still accepts genuine international students, but applications lodged from 2 October 2026 face tighter rules on applying from inside Australia and including family. Students planning a 2027 intake should choose their course carefully, disclose family plans early and avoid assuming they can change providers or extend onshore later.

What changed on 2 October 2026?

Australia introduced new rules for Student visas (subclass 500) and Student Guardian visas (subclass 590) on 2 October 2026. The changes focus on three areas: who may lodge or be granted a Student visa while already in Australia, when family members can be included, and how students will be able to change education providers.

The Department of Home Affairs says the reforms do not stop genuine students from applying. For most new applicants in India, the main lesson is that the initial course, provider and family plan now need more careful thought before the first visa application is lodged. Applications submitted before 2 October 2026 continue to be assessed under the rules that applied when they were lodged.

AreaRule for applications from 2 October 2026Planning impact
Applying in AustraliaMost temporary visa holders and most existing students cannot make a new Student visa application onshore unless an exemption applies.Do not build a 2027 plan around an assumed onshore switch or extension.
Family membersMost applicants cannot include family members unless they fall within a specified exemption.Discuss partner and child plans before lodging; family generally cannot be added later.
Provider transfersA 12-month transfer restriction applies as an interim measure for most non-school students, with a new transfer stream announced for July 2027.Choose the original provider and course level with greater care.

Can you apply for another Student visa while in Australia?

In most cases, no. The Australian Government says most temporary visa holders, including Working Holiday Maker and Skills in Demand visa holders, must be outside Australia when they apply and when the Student visa is granted. Most current Student visa holders also cannot lodge another Student visa application inside Australia.

Being unable to apply onshore does not automatically prevent an offshore application. It means the student may need to leave Australia and apply from another country, with the extra cost, timing and travel implications that creates. Never book non-refundable travel or rely on a bridging-visa outcome without checking the current official rules for your circumstances.

Limited exemptions for genuine progression or disruption

Official guidance lists limited exceptions. These include certain students sponsored by Australia's foreign affairs or defence departments, doctoral and school students, students affected by provider default, students who need up to 12 additional months to finish with the same provider, and students progressing to a higher-level course after completing the main course on their current visa.

An exemption is not a general permission to change plans. The exact visa history, course level and supporting evidence matter, so students should confirm eligibility directly against Home Affairs guidance before taking action.

What are the new rules for partners and children?

Most Student visa applicants can no longer include a partner or child in a new application. The published exemptions cover doctoral students, nationals of Pacific and ASEAN countries, fully funded foreign-government scholarship recipients, and students sponsored by Australia's Department of Foreign Affairs and Trade or Department of Defence.

For a typical applicant who is an Indian national and does not fall within another exemption, this means family members will usually not be includable. The rule also removes the option to add a family member as a subsequent entrant after the Student visa has been granted, with no exemption to that later-addition rule.

What about families already together in Australia?

Transitional arrangements can protect some families already in Australia. An eligible Student visa holder applying for a further onshore visa may be able to include the same family members who were already on the visa or application when the rules changed. This is a narrow provision and should not be treated as a route for adding a new dependant.

Provider transfers are also becoming stricter

From 2 October 2026 through 30 June 2027, most non-school students must remain in their principal course for 12 months before transferring providers, rather than six months. Exceptional circumstances and provider or course closure can still allow a transfer. School students remain subject to the existing six-month rule for their first registered school course.

The Government has announced a new Student visa transfer stream from 1 July 2027. The published plan says a student changing providers would need the new visa before starting with the new provider, the visa end date would remain unchanged, and transfers would be limited to the same or a higher Australian Qualifications Framework level. Moving onshore from higher education to vocational education and training would not be allowed under the announced approach.

Detailed transfer-stream settings are still being developed. Treat July 2027 arrangements as announced policy and recheck Home Affairs before making a provider change.

A safer checklist for February or July 2027 applicants

The reforms make a well-researched first application more important. An Indian student planning a 2027 intake should be able to explain why the course matches their previous education, why the provider is suitable, how the study will support a realistic career plan, and how the full budget will be funded.

Before accepting an offer, compare the complete course structure, campus, fees, intake date, academic level and provider support. If you may travel with family, need a pathway course, or expect to progress to another qualification, raise that before paying a deposit.

  • Confirm whether you will apply from India or another country and allow time for an offshore decision.
  • Check the exact course level and whether it represents genuine academic progression.
  • Review family eligibility before lodging; do not assume a partner or child can join later.
  • Choose the first provider as though you may need to remain for at least 12 months.
  • Keep a written record of course research, funding and career reasons for your Genuine Student preparation.
  • Recheck official guidance immediately before application because immigration settings can change.

Does this mean Australia is closed to international students?

No. Australia continues to accept Student visa applications from applicants who meet the requirements. The change is about where some applications can be made, which family members may be included and how later course changes are managed—not a blanket closure of the Student visa route.

The practical response is to build a defensible study plan from the beginning. AE Global Group can help you compare Australian courses and providers, organize application documents and create a realistic 2027 timeline. Visa decisions remain with the Australian Government, and students should always use the current Home Affairs guidance for their individual case.

Frequently asked questions

Can Indian students still apply for an Australian Student visa for 2027?

Yes. The Student visa route remains open. Applicants must meet the current requirements, and most applicants applying from India will continue to lodge offshore.

Can I add my spouse after my Australian Student visa is granted?

Under the rules introduced on 2 October 2026, Student visa holders cannot add family members as subsequent entrants after grant. Check the official decision tree before lodging if family plans matter to you.

Can I change universities after arriving in Australia?

Transfers are more restricted. Most non-school students face a 12-month principal-course restriction until 30 June 2027, and a new transfer stream is announced from 1 July 2027. Exceptions and final requirements must be checked with Home Affairs.
